Background

EAS Transport Planning were commissioned to prepare a Transport Statement to support a planning application for a mixed residential and office use site located within Richmond upon Thames. 

The development proposals are for nine flats and B1 office space. The site was being used for parking let out to small local businesses in the area. 

The site was found to be located in a sustainable location with all necessary day-to-day facilities located within 2km of the site centre, recommended by PPG13 as an acceptable distance for walking.

The site was also found to be highly accessible by means other than the car with a PTAL of 6a, located within 400m of all bus services serving Richmond town centre and within 600m of the national rail train line and underground station. The site was therefore compliant with regional and national guidance on suitable locations for mixed use developments.

Advice was provided on master-planning, site layout with respect to vehicle tracks and access and parking layouts. The access design took into account national standards, and parking levels were considered against the London Borough of Richmond upon Thames parking standards.

The development proposals were shown to result in a significant reduction in vehicular traffic from the site in its current use as a car park for local businesses. Overall the development site was shown to be highly suitable in transport terms for promotion as a mixed-use development.
