EAS is providing transportation advice for a proposed college for 500 students at an existing office building in South Harrow. The site has a good level of public transport accessibility. At present it has a B1 planning classification and so the change of use to D1 requires planning permission.
As a result of the change of use, it was important to demonstrate in transport terms that the location was highly sustainable and that new students would have low car share such that there would be no negative impact on the highway network. An end user for Townsend House had already been identified and so a travel survey was undertaken of the existing college location to identify mode share.
The results and the trip rates taken from the TRICS database showed that the D1 use would have a lower car driver mode than use as an office in the traffic peak hours.
It was important to verify the difference in transport characteristics of the existing college location against Townsend House to demonstrate that the existing mode share data obtained was relevant. As a result a detailed PTAL assessment of the two locations was undertaken to determine the similarities between the existing and proposed site.
A review of the sustainability of the sites was undertaken with respect to every day needs facilities close by, and the relationship of students home locations to the two sites.
All the above was drawn together in a Transport Statement which concluded that relocation to the new site would not increase car driver mode and that the impact from the change of use would be less than re-use as a B1 office
