EAS has provided expert witness advice on the redevelopment of an existing residential development to increase the number of flats from 13 to 21 whilst reducing parking from 16 to 11 spaces.


Key Issues

Planning permission had previously been refused, on grounds including transport.  The transport related grounds was for insufficient off-street parking which would exacerbate existing on-street parking problems.


Expert Witness Advice

The appeal was dealt with by written representations.  EAS director, Paul Silcock, prepared and submitted evidence.
The evidence included:

  • A survey of existing on-street parking conditions;
  • An assessment of likely parking need, based on 2001 census data, DCLG parking research and existing site survey data;
  • Full policy review; and
  • A sustainability assessment.

 

Appeal Decision

The appeal was successful.  The inspector recognised the evidence that the site was highly sustainable, being within 200m of a mainline railway station and was an ideal location for car free development.  As such, the expected parking need based on the expected household compositions was within the 11 spaces provided.
