EAS has provided expert witness advice on the redevelopment of a former MOD car park and canteen for 50 affordable residential units comprising 40 flats and 10 town houses, together with 38 parking spaces.


Key Issues

Planning permission had previously been refused, on grounds including transport.  The transport related grounds was for insufficient off-street parking which would lead to on-street parking that would be detrimental to free-flow of traffic and to highway safety.

The recently completed Feltham town centre retail and residential regeneration was also a cause for concern as it was perceived to increase local on-street parking.


Expert Witness Advice

The appeal was dealt with by informal hearing.  EAS director, Paul Silcock, prepared evidence and appeared as expert witness at the hearing.
The evidence included:

  • A survey of existing on-street parking conditions;
  • Survey of a nearby social housing estate of comparable size and character to that proposed;
  • An assessment of likely parking need, based on 2001 census data, DCLG parking research and existing site survey data;
  • Full policy review;
  • A sustainability assessment;
  • Review of Feltham town centre retail proposals and likely impact on development.

 

Appeal Decision

The appeal was successful and costs were awarded.  The inspector recognised the evidence that the site was sustainable and the expected parking need based on the expected household compositions was within the 38 spaces provided.
